Only clergy canonically resident in the Diocese of Southern Virginia and Lay delegates as determined pursuant to Article VI, §3, of the Constitution of the Diocese of Southern Virginia will be seated on the floor of Council and have the right to vote on ballots provided and collected by the tellers.
